Salvagers of “old tech”, Stuff that is far enough from the current average technology level that it’s beyond the average person understanding to make, or repair. So far that for the average person appears as magic.
Tech’s are predominatly Human and have very few “mutant” traits or at least traits caused by the nuclear and biological pollution as a result of the war.
Most of the techs spent the hairier years of the war and many years after the war in bunker systems. For the most part the technologies that they posses are remanents of the prewar era. The Techs have been away from common knowledge for enough years that people almost forgot about them. They survived on stockpiles of food and hyrdoponicly grown food.
In more recent times they have been appearing more often on the surface. To trade with the surface dwellers for items or resources that they have run out of and havn’t been able to make or grow, repair or make themselves. While others have left on information gathering missions, to see what is actually happening on the surface and to report back to their respective bunkers, and there are others who have left the saftey of the bunker through pure curiosity of their own, to explore this new world for themselves.
You can tell a tech from anyone else by what they own/wear. Outfitted with artifical fabrics, styles that havn’t evolved since before the war. They also usually wear an assortment of enviroment protective items such as gasmasks, protective gauntlets and other similar items.

Prewar devices are common place too, which is where they get their name from.
During the initial years of the war there was a boom in technologies. The boundries between man and machine were blurred, Cyberware was common place, computer agents achieved sentience and were declared living creatures.
Even man changed in the most basic way as genetic engineered babies design for specific roles in later life became a part of everyday life. Gigantic soldiers engineered for size, strength, speed and aggression. Researchers and combat hacker bred for intelligence, memory and the abilities needed to deal with the progressions in information technologies. Homo sapiens were evolved into something else, being divided into castes, being born to fulfil a particular role in society was no longer something that was just down to mere luck.
Some bunkers with the appropriate technologies to maintain this system have retained the caste system, while others that havn’t been able to control it through direct manipulation have implemented caste only breeding programs, and others still have given this up completely.
In common with all wars, the technology pushed the furthest was weapons technologies. They are the are also the best preserved of the prewar tech as in the bunkers they had no use, so didn’t have to put up with continuous use. However this lack of use meant that very few people actually bothered to learn about them. There are very few people that actually know how the weapons are made, work, or how to repair them. This knowledge has not been lost and is available to all bunker dwellers, but the only people that are likley to want or need this knowledge are those going to the outside world and even those people generally only learn enough to let them use specific devices. General knowledge on the weapons and the experience gained through constant use has been lost to most the underground populace.
All Tech’s gaurd the locations of their home bunkers above all else. Their technologies are some of the most saught after things in the new world, many overworlders would kill for the chance to get a chance to raid a bunker, and most the underworlders in the world have families and friends that remained in the bunkers.
